As a cooperating member state of IMO and a Small Island Coastal state, the Maritime Administration Unit within the Ministry of Tourism is responsible for ensuring compliance with the IMO instruments. In that regard provision has been made for ensuring vessel safety, maritime security and the prevention of pollution of the marine environment from ships.
The Ministry of Tourism requires a dynamic and creative professional to join the team in the position of Maritime Administration Technical Officer to perform the said functions, to prevent sub-standard shipping, for registration of vessels locally and regionally and for the development of a vibrant maritime sector in Dominica.
Job Statement
The Assistant Maritime Administrator - Technical Services will report directly to the Maritime Administrator and will be responsible for the managing the technical safety, security and environmental protection mandates of the Unit. The officer administering the Technical Matters of the Maritime Administration; the survey and inspection of ships of all classes engaged in domestic and international voyages; the conduct of port state control inspections; technical oversight of recognized organization and authorized inspectors and, enforcement of national shipping laws and regulations).
The AMAO-Technical Services duties will include but not be limited to:
- To conduct statutory inspections of vessels for registration, focusing on technical safety systems and environmental standards
- To serve as the technical lead for Port Facility Security Plans (PFSP) and aid in the implementation of corrective actions (signage, fencing, surveillance) ahead of international assessments
- To monitor technical aspects of sustainable maritime projects, such as geothermal-to-ammonia bunkering and shoreside power (cold-ironing)
- To lead technical investigations into maritime accidents, groundings, or equipment failures within national waters
Education/Training and Experience
- Bachelor's Degree in Marine Engineering, Naval Architecture or Nautical Science, Mechanical or Electrical Engineering or related experience
- Certified Flag State Inspector and ISPS Lead Auditor
Experience
- Minimum 3 - 7 years of experience as a Marine Surveyor, Class Surveyor, or senior Port Operations Officer
- Experience in salvage operations or maritime infrastructure project management
Competencies
- Technical proficiency in vessel stability, engine mechanics, and hull integrity
- Comprehensive understanding of the ISPS Code and maritime security infrastructure
- Strong analytical abilities for technical report writing and deficiency documentationts
Conditions of Recruitment
Office-based with extensive fieldwork on board vessels and within port environments; occasional work outside standard hours. The position is to be filled on a contractual basis for one (1) year and subject to renewal upon satisfactory performance.
