As a cooperating member state of IMO and a Small Island Coastal state, the Maritime Administration Unit within the Ministry of Tourism is responsible for ensuring compliance with the IMO instruments. In that regard provision has been made for ensuring vessel safety, maritime security and the prevention of pollution of the marine environment from ships.
The Ministry of Tourism requires a dynamic and creative professional to join the team in the position of Maritime Administration Technical Officer to perform the said functions, to prevent sub-standard shipping, for registration of vessels locally and regionally and for the development of a vibrant maritime sector in Dominica.
Job Statement
The Deputy Maritime Administrator (Local Office) will report directly to the Maritime Administrator and will be responsible for providing strategic leadership and senior-level support to the Maritime Administrator in the governance of Dominica's maritime sector. This role focuses on policy development, legislative/technical alignment with international conventions, and high-level inter-agency coordination to ensure the Commonwealth meets its obligations under the International Maritime Act (IMA).
The DMAO-Local Office duties will include but not be limited to
- To act with full authority in the absence of the Maritime Administrator, including the signing of legal instruments and international correspondence
- To draft and review amendments to the IMA and subsidiary regulations to ensure nationalization of SOLAS, MARPOL, and STCW conventions
- To lead high-level coordination with the Attorney General's Chambers, Ministry of Foreign Affairs, and international bodies like the IMO and USCG
- To oversee internal audits of maritime fee structures to ensure all quotations align strictly with the International Maritime Regulations (IMR)
- To develop the Unit's annual work plan, focusing on maritime resource mobilization and regional policy integration
Education/Training and Experience
- Master's Degree in Maritime Law (LLM), Maritime Administration, or International Policy
- Professional certification in Maritime Governance or Senior Lead Auditor training
Experience
- Minimum 6–10 years of progressive experience in maritime regulatory affairs or senior maritime legal practice
- Proven experience in drafting maritime legislation or international treaty implementation
Competencies
- Advanced legal drafting and policy analysis
- High-level diplomatic negotiation and representation skills
- Mastery of the UN Convention on the Law of the Sea (UNCLOS) and IMO instruments
Conditions of Recruitment
Primarily office-based with frequent attendance at high-level local and international meetings. The position is to be filled on a contractual basis for one (1) year and subject to renewal upon satisfactory performance.
